Our Mission

ODMP Mission Statement

The Officer Down Memorial Page, Inc., (ODMP) is a non-profit organization dedicated to honoring America's fallen law enforcement heroes. More than 20,000 officers have made the ultimate sacrifice in the United States and it is with great honor that the ODMP pays a lasting tribute to each of these officers by preserving their memories within its pages. All who visit the ODMP will be deeply moved by the countless stories of selfless courage and heroism exhibited by officers who lost their lives while serving and protecting the citizens of this great nation.

History of the ODMP

In 1996 Chris Cosgriff, a James Madison University freshman, read a Washington Post article about the release of a murderer, convicted of slaying two Prince George's County, Maryland, police officers. Upon learning that this violent criminal who had taken the lives of two of America's finest served only 16 years for this heinous act, Chris was compelled to find a way to honor these and other fallen officers. Thus, the Officer Down Memorial Page, Inc., (ODMP) was created.

In the early stages of development, the ODMP honored only law enforcement officers who had been killed or wounded in 1996, but quickly expanded to include officers killed in the line of duty dating back to 1990. Then, with the help of the National Law Enforcement Officer's Memorial Fund, Inc., the site gained access to information about thousands of heroes who had given their lives in the line of duty since the 1790's.

The ODMP, which is dedicated to honoring the lives and sacrifices of fallen heroes, has continued to develop over the years by taking great strides to connect people everywhere to those who have given their lives to serve and protect the rights of American citizens. The online memorial expanded internationally when in 1997, ODMP Australia was created. By the end of 1997 Canada would also be among those honoring its fallen officers. The following year marked the creation of ODMP New Zealand and ODMP Central Europe.

The ODMP has added unique features to pay tribute to officers and their families. When available, photographs of officers and images of agency shoulder patches have been added to each memorial so that visitors can view the faces of these extraordinary individuals. In addition, visitors can leave a lasting message to these heroes in the "Reflections" forum. Although much can be learned from the biographical information provided for each officer, it is through these "Reflections" that one can fully understand the impact that each of these heroes had on those who knew and loved them.

In 2000, the Officer Down Memorial Page, Inc., was granted status as a 501(c)(3) non-profit organization. This status allowed the ODMP to greatly expand its role in honoring America's police officers killed in the line of duty.

In 2010 the ODMP was awarded a grant from the U.S. Department of Justice, Bureau of Justice Assistance, to provide line of nationwide line of duty death notifications and provide resources on benefits available to survivors of fallen law enforcement officers.

It is the hope of all those involved with the ODMP that each name added to the site will be the last. Until and after that day comes we are committed to honoring those souls who have made the ultimate sacrifice in the name of justice.

Board of Directors

The Officer Down Memorial Page, Inc., Board of Directors is made up of three volunteer board members who feel it is their civic duty to honor fallen law enforcement officers.

Police Officer Chris Cosgriff founded the Officer Down Memorial Page, Inc. (ODMP), in 1996 as a freshman in college. With over 250,000 unique visitors per month, the ODMP has become the most respected law enforcement site on the Internet. He currently serves as Chairman of the non-profit organization and oversees the efforts of 12 volunteer staff members. Chris has given countless media interviews about the ODMP throughout the country and has been profiled in the Washington Post. In 2005, Chris received the Exemplary Service Award from the Grand Lodge Fraternal Order of Police for his work in remembering America's fallen law enforcement officers.

In 2007, Chris helped launch PoliceLink.com, which was later acquired by Monster.com. He remained running PoliceLink and other Monster websites until stepping down to run the ODMP full time. Prior to starting PoliceLink, Chris worked as a technical consultant to the Department of Defense (DOD), serving in various capacities to the Joint Chiefs of Staff, Office of the Secretary of Defense, Army Operations Center, and Pentagon Renovation. Before his service to the DOD, Chris worked for Capital One as a software developer and contributed to the successful implementation of the financial industry's first Internet-based real-time credit card decisioning and numbering system. Chris holds a B.S. in Integrated Science and Technology from James Madison University.

Chris currently serves as a police officer in Virginia.

Mr. Mike Schutz serves as Treasurer on the board of directors in addition to serving on the staff as the Technical Director. He had previously volunteered with the Officer Down Memorial Page, Inc., since 1997. He graduated from James Madison University in 1999 with a B.S. in Computer Science.

Lieutenant Steve Weiss, with the New York City Police Department, began volunteering for the Officer Down Memorial Page, Inc., in 2001. In 2003 he took on the volunteer role of Director of Research as a result of his dedication to honoring our country's fallen officers, specifically those whose sacrifices had been forgotten over the years. As Director of Research, Lieutenant Weiss offers guidance to a team of volunteer researchers across the country who have been responsible for uncovering the forgotten line of duty deaths of hundreds of fallen officers. In 2004 Lieutenant Weiss became even more involved with the ODMP by being appointed to the board of directors.

Lieutenant Ken Baine (Retired) served as Commander for the Fairfax County, Virginia, Police Department's 44-member Honor Guard, which is the largest police honor guard unit in the state of Virginia. For six years he has served as a member of the National Police Week Planning Committee in Washington D.C. Prior to his 20 years on the honor guard, he served on the burial and flag team in the United States Marine Corps.

Under Lt. Baine's supervision, the FCPD Honor Guard participates in nearly 100 assignments yearly. Lt. Baine has attended over forty LODD funerals and has coordinated four for his agency. He has co-written his agency's 175-page Honor Guard SOP and developed and hosts an annual training seminar for law enforcement honor guard units that is attended by officers throughout the United States and Canada.

Lieutenant W. Scott Humphrey has served with the Virginia Beach, Virginia, Police Department since 1992. He has been an active member of the Honor Guard since 1995, and is currently the unit's supervisor. He was a founder and leader of the Police Unity Tour of Virginia and Law Enforcement United. He also helped establish the Virginia Beach Police Foundation.

Together, these organizations have raised over 2-million dollars for the purpose of honoring law enforcement service and sacrifice, providing assistance and support to law enforcement survivors and memorializing those officers who have died in the line of duty.
